Bigglestone Named Acting Commissioner in Vermont; Protecdiv Welcomes Skowronski; DellaTorre Joins Alliant

Bigglestone Appointed Acting Commissioner of Vermont Department of Financial Regulation

Vermont Governor Phil Scott named Sandy Bigglestone as acting commissioner of the state’s Department of Financial Regulation (DFR). Bigglestone most recently served as deputy commissioner of the captive insurance division.

Bigglestone has worked in the captive insurance division of DFR for over 25 years, serving as deputy commissioner since 2022, responsible for regulating Vermont’s captive Insurance companies. The division is comprised of 32 staff members with extensive careers regulating captive insurance companies.

The appointment follows Commissioner Kevin Gaffney‘s retirement after serving as commissioner of the DFR since 2022.

Protecdiv Welcomes Skowronski as Executive Vice President and Chief Financial Officer

Protecdiv, headquartered in Philadelphia, appointed Steve Skowronski as executive vice president and chief financial officer. For the last five years, Skowronski served as chief financial officer on a part-time consulting basis. Skowronski is responsible for all finance, treasury and accounting functions, compliance, as well as human resources.

Skowronski has over 35 years of experience in the property and casualty insurance and reinsurance industries. He served as managing director and partner at Grant Thornton and Smart & Associates and held leadership positions at QBE, Caliber One (former sub of PMA) and Reliance.

DellaTorre Joins Alliant Insurance Services’ Employee Benefits Group

Lianna DellaTorre has joined Alliant Insurance Services, headquartered in Irvine, California, as vice president within its employee benefits group and will work with clients nationwide.

DellaTorre, who is based in Maine, has more than 10 years of experience in employee benefits, including roles on the carrier side of the business. Before joining Alliant, DellaTorre was senior vice president of employee benefits at USI Insurance Services.
